Welcome to Bac-Flo Unlimited, Inc. Our Terms of Service govern use of our website (www.bacflo.com), registration for courses, purchase of products, and use of our services.
By registering for courses, purchasing products, or using our website, you’re agreeing to these Terms.
- Acceptance of Terms
By accessing our website, registering for a course, or purchasing products or services from Bac-Flo Unlimited, you acknowledge that you have read, understood, and agree to these Terms of Service and our Privacy Policy.
We reserve the right to modify these Terms at any time. Changes will be posted on this page with an updated “Last Updated” date. Your continued use of our services after changes are posted constitutes acceptance of the modified Terms.
- Course Registration
- Eligibility Requirements
Certain courses have eligibility requirements set by the Texas Commission on Environmental Quality (TCEQ) and the Texas State Board of Plumbing Examiners (TSBPE). By registering for a course, you represent and warrant that:
For 40-Hour BPAT Certification:
- You possess a high school diploma or GED equivalent
- You have at least two (2) years of approved water-related work experience (or one year plus a college degree or 20+ hours of additional training as specified by TCEQ)
- You are eligible to pass a criminal background check as required by TCEQ under Texas House Bill 1508
- You understand that certain criminal convictions may disqualify you from obtaining a TCEQ BPAT license
For All Courses:
- All information provided in your registration is accurate and complete
- You will notify us immediately if you become ineligible to attend the course
- Registration Process
- Course registration is completed through our website or by phone
- A valid email address and phone number are required for registration confirmations and course communications
- Registration is not complete until payment is received and confirmed
- Course capacity is limited; registrations are accepted on a first-come, first-served basis
- Course Prerequisites
You are responsible for verifying that you meet all prerequisites for the course you are registering for. If you do not meet the prerequisites, we may cancel your registration and process a refund according to our refund policy.
- Payment Terms
- Accepted Payment Methods
We accept the following payment methods:
- Credit cards (Visa, MasterCard, American Express, Discover)
- Debit cards
- PayPal
- Wire transfer or check (by prior arrangement)
- Pricing
- All prices are listed in U.S. Dollars (USD)
- Course prices are subject to change without notice, but registered students will pay the price in effect at the time of registration
- Prices include course materials, equipment use, and certificates as specified in the course description.
- Prices do NOT include TCEQ application fees, exam fees, or travel/lodging expenses
- Payment Processing
- Payment is due in full at the time of registration unless other arrangements are made in advance
- We use third-party payment processors to process payments securely
- We do not store full credit card information on our servers
- A valid billing address is required for all transactions
- Tax
Texas sales tax may apply to certain products and services. Tax will be calculated and added at checkout where applicable.
- Cancellation and Refund Policy
- Student-Initiated Cancellations
Cancellations 8+ Days Before Course Start:
- 100% refund of course fees (minus credit card processing fees)
- OR one full course transfer to a future course date at no additional charge
Cancellations Less Than 8 Days Before Course Start:
- 50% refund of course fees
No-Shows or Same-Day Cancellations:
- 50% refund of course fees after registering for another upcoming course
- Transfers
- You may transfer your registration to another person at any time at no charge
- You may transfer your registration to a different course date ONE (1) time at no charge
- Hardship Exceptions
We understand that emergencies happen. Hardship exceptions (serious illness, family emergency, military deployment, etc.) will be considered on a case-by-case basis. Contact us at (210) 698-0411 to discuss your specific situation.
- Company-Initiated Cancellations
If Bac-Flo Unlimited cancels a course for any reason:
- You will receive a full refund of course fees
- OR you may transfer to a different course date at no charge
- We are not responsible for any travel, lodging, or other expenses you may have incurred
- Refund Processing
Refunds are processed within 7-10 business days of approval. Refunds are issued to the original payment method.
- Non-Refundable Items
The following are non-refundable:
- TCEQ application fees (paid directly to TCEQ)
- TCEQ exam fees (paid at testing centers)
- Gauge certification fees (if gauge has already been certified)
- Downloadable materials or products that have been accessed
- Course Attendance and Conduct
- Attendance Requirements
- Students must attend ALL scheduled class hours to receive a certificate of completion
- TCEQ requires 100% attendance for certification and re-certification courses
- Late arrivals, early departures, or missed sessions may result in disqualification
- Check-in begins at 7:30 AM; classes start promptly at 8:00 AM
- Student Conduct
Students are expected to:
- Arrive on time and prepared for each class session
- Treat instructors and fellow students with respect
- Refrain from disruptive behavior, including excessive talking, phone use during instruction, or intoxication
- Follow all safety protocols during hands-on training
- Not record video or audio of classes without prior written permission
- Removal from Course
We reserve the right to remove any student from a course for:
- Disruptive or disrespectful behavior
- Failure to follow safety protocols
- Intoxication or impairment
- Harassment or threatening behavior toward instructors or other students
- Cheating or academic dishonesty
- Certificates and Training Records
- Certificate Issuance
Upon successful completion of a course, you will receive:
- A certificate of completion issued by Bac-Flo Unlimited
- Earned credit hours submitted electronically to TCEQ
- Certification Requirements
- Certificates are issued only to students who complete 100% of required hours
- Students who pass the practical skills/hands on exam (if applicable)
- Record Retention
We retain training records for verification purposes and regulatory compliance. You may request your current training record by contacting TCEQ.
- Replacement Certificates
Lost or damaged certificates can be replaced for a $50 administrative fee. Contact us to request a replacement.
- TCEQ Licensing Disclaimer
- No Guarantee of License Approval
Bac-Flo Unlimited provides TCEQ-approved training courses, but does Not guarantee that you will:
- Pass the TCEQ written or practical skills exam
- Be approved for a TCEQ BPAT license
- Meet all TCEQ license eligibility requirements
TCEQ makes all final licensing decisions based on your application, background check, exam results, and eligibility criteria.
- Criminal Background Checks
Under Texas House Bill 1508, certain criminal convictions may disqualify you from obtaining a TCEQ BPAT license, including:
- Violent crimes
- Sexual offenses
- Theft or fraud
- Assault or family violence
If you have a criminal history, contact TCEQ Licensing Division at 512-239-6133 BEFORE registering for training to determine if you are eligible for licensure.
- TCEQ Exam
The TCEQ written exam is administered by third-party testing centers, not by Bac-Flo Unlimited, Inc. Exam fees are separate from course fees and are paid directly to the testing center. We do not control exam content, scheduling, or pass/fail criteria.

The following are registered trademarks of Bac-Flo Unlimited, Inc.:
- BackflowOlogy™ – “The Study of Backflow”
- We Train You to “Speak Backflow®”
- Bac-Flo® Unlimited, Inc.
These trademarks are protected by state and federal law. Unauthorized use is prohibited.
- Course Materials
All course materials, manuals, presentations, handouts, and content provided during training are the intellectual property of Bac-Flo Unlimited and/or the respective copyright holders (e.g., ABPA, USC Foundation for Cross-Connection Control and Hydraulic Research, AWWA, UPC, ASSE, IAPMO, NFPA, etc.).
Students may NOT:
- Reproduce, copy, or distribute course materials
- Record video or audio of classes without written permission
- Use course materials for commercial purposes
- Share login credentials or online course access with others
- Website Content
All content on bacflo.com, including text, images, graphics, logos, and design, is owned by Bac-Flo Unlimited, Inc. or used with permission. You may not reproduce, distribute, or create derivative works from our website content without written permission.
- Products and Services
- Gauge Calibration and Certification
- Gauges must be in working condition to be certified
- We are not responsible for gauges lost or damaged during shipping
- Processing time: Same day for walk-ins with appointment time; 2-3 business days for shipping back out (mail in)
- Gauges that fail a calibration check will be noted and repair or replacement is the customer’s responsibility
- Product Sales
- All product sales (backflow test kits, accessories, educational materials, apparel) are final unless the product is found defective
- Defective products may be returned within 30 days of purchase for replacement or refund
- Shipping costs for returns are the customer’s responsibility unless the error was on part of Bac-Flo Unlimited
- Free Post-Course Troubleshooting Assistance
Students who successfully complete 40-hour certification or 24-hour renewal courses receive free post-course troubleshooting assistance by phone if needed. This service is provided as a courtesy and does not constitute professional consulting or guarantee problem resolution.
- Limitation of Liability
- No Warranties
Our courses and services are provided “as is” without warranties of any kind, express or implied. We do not warrant that:
- Course content will meet your specific needs
- You will pass the TCEQ practical skills/written exam or obtain a license
- Course materials are error-free or complete
- Services will be uninterrupted or available at all times
- Limitation of Liability
To the fullest extent permitted by law, Bac-Flo Unlimited, its owners, instructors, and employees shall not be liable for:
- Any indirect, incidental, consequential, special, or punitive damages
- Lost profits, lost revenue, or lost business opportunities
- Failure to obtain TCEQ licensing or pass exams
- Travel or lodging expenses related to course attendance
- Damages resulting from use or inability to use our services
Our total liability for any claim related to our services shall not exceed the amount you paid for the course or service giving rise to the claim.
- Indemnification
You agree to indemnify, defend, and hold harmless Bac-Flo Unlimited, its owners, instructors, and employees from any claims, damages, losses, liabilities, and expenses (including attorney’s fees) arising from:
- Your violation of these Terms
- Your use of our services
- Your violation of any third-party rights
- Your conduct during courses or on our premises
- Website Use
- Prohibited Activities
When using our website, you agree Not to:
- Attempt to gain unauthorized access to our systems or networks
- Use automated tools (bots, scrapers) to access or collect data from our website
- Transmit viruses, malware, or other harmful code
- Impersonate another person or entity
- Violate any applicable laws or regulations
- Interfere with other users’ access to the website
- Account Security
If you create an account on our website:
- You are responsible for maintaining the confidentiality of your login credentials
- You are responsible for all activity under your account

- Force Majeure
Bac-Flo Unlimited is not liable for any failure or delay in performance due to circumstances beyond our reasonable control, including:
- Natural disasters (hurricanes, floods, earthquakes, severe weather)
- Pandemics or public health emergencies
- Government orders or restrictions
- Power outages or internet failures
- Labor strikes or transportation disruptions
If a force majeure event prevents us from conducting a course, we will offer a full refund or transfer to a future date.
